Notice of Commencement of an Environmental Assessment

Trans-Canada Highway Realignment Through New Haven-Churchill, Queen's County, PEI

March 19, 2012 (Updated August 22, 2012) -- Transport Canada and Fisheries and Oceans Canada are required to ensure that a screening is conducted pursuant to the Canadian Environmental Assessment Act commencing on March 7, 2012 in relation to the project: Trans-Canada Highway Realignment Through New Haven-Churchill, Queen's County, PEI.

The Prince Edward Island Department of Transportation and Infrastructure Renewal (PEITIR) proposes to construct a two lane highway realignment of the Trans Canada Highway (TCH) connecting New Haven and Bonshaw, Queens County, PEI.  This Project is a transportation infrastructure improvement initiative by the province under the Gateways and Border Crossing Fund. 

The TCH Realignment Project consists of 6.2 km of new and upgraded highway from the St. Catherines Road in Bonshaw to just east of the West River Road in New Haven.  The Project will overlap approximately 500 m of existing highway and included the installation of four new watercourse crossings and the widening of the Bonshaw Bridge from two lanes to three lanes.  Turning lanes will be added to the highway in nine locations.  Project construction is expected to commence in the Fall of 2012 and last for approximately one year, work will be carried out in 8 phases. The Environmental Assessment is coordinated with province of Prince Edward Island.

An environmental assessment is required in relation to the project because Transport Canada may provide financial assistance to the proponent and may take action in relation to subsection 6(4) of the Navigable Waters Protection Act and because Fisheries and Oceans Canada may take action in relation to subsection 35(2) of the Fisheries Act.

This project is also subject to the environmental assessment requirements of the Government of Prince Edward Island.

Transport Canada will act as the Federal Environmental Assessment Coordinator for this environmental assessment.
