Notice of Determination

North Vancouver B.C. – June 19, 2024 – The Vancouver Fraser Port Authority has determined that the proposed Site Development - 1440 Columbia Street located at 1440 Columbia Street, North Vancouver, is not likely to cause significant adverse environmental effects.

The determination was based on a consideration of the following factors:

  • Impacts on rights of Indigenous peoples
  • Indigenous knowledge
  • Community knowledge
  • Comments received from the public
  • Technically and economically feasible mitigation measures

Best efforts were made to consult with Musqueam Indian Band, S'ólh Téméxw Stewardship Alliance, Squamish Nation, and Tsleil-Waututh Nation. The themes raised were:

  • Request to review and comment on the Chance Find Procedure
  • Request to engage with an archaeological consultant for any design changes, which would include excavation past the known fill layers - no native soil is anticipated to be disturbed as part of this Project

The project was posted to the Canadian Impact Assessment Registry on March 28, 2024 for public comment. One comment was received. The port authority reviewed the comment and found it was general in nature and not specific to the project

The District of North Vancouver and Western Stevedoring Company Ltd. were notified. One comment was received by Western Stevedoring Company Ltd:

  • Requested a hammerhead turnaround rather than a cul de sac turnaround. The revised project design reflects this request

Mitigation measures taken into account in making the determination include:

  • Activities will be carried out in accordance with the construction environmental management plan (CEMP)
  • A qualified environmental professional will be retained to monitor works and activities with the potential to negatively affect species or habitat with special status
  • A spill prevention, containment, and clean-up plan will be developed for the project, be available in the immediate working area, and project personnel will be trained on spill prevention, containment, and clean-up
  • The works will not deposit a deleterious substance in water inhabited by fish, or affect fish or fish habitat in a manner contrary to the Fisheries Act
  • Soils excavated from the Project site that are not suitable for backfill will be disposed of at approved licensed waste management facilities
  • An archaeological chance find procedure will be implemented in the event that archaeological resources are encountered
  • Construction debris and waste materials will be collected in the immediate working area and disposed of at an appropriately licensed facility

The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.
