Notice of Determination

April 26, 2024 – ADM Aéroports de Montréal has determined that the proposed project for the expansion of the holding bay of Runway 24L at YUL Montreal-Trudeau International Airport is not likely to cause significant adverse environmental effects by applying the mitigation measures planned for the project.

This determination was based on a consideration of the following factors:

  • Technically and economically feasible mitigation measures listed below;
  • Community knowledge;
  • Indigenous knowledge and impacts on rights of Indigenous peoples.

Mitigation measures considered for this determination and that will be put in place include:

Air quality

  • Keeping equipment in optimal working order
  • Limit idling
  • Watering and sweeping/vacuuming of surfaces to prevent dust emissions from vehicle traffic and sawing, crushing and other work

Water quality

  • Install sediment barriers to prevent the infiltration of suspended solids into stormwater
  • Treat and recycle the water used at the mobile concrete plant
  • Collect and treat water from broom trucks

Soil quality

  • Avoid storing contaminated materials directly on the ground, even if it is temporarily so as not to contaminate the existing soil and water.
  • Characterize excavated soils.
  • Manage, if necessary, contaminated soils in accordance with applicable regulations.

Construction Waste Management, Renovation and Demolition

  • Crush the concrete from the top slab for reuse in the sub-foundation of the new runway threshold slab
  • Ship materials from the demolition of the existing treshold such as paving, granular materials and concrete to authorized recyclers.

Accordingly, ADM Aéroports de Montréal may exercise its powers to enable the project to be carried out.
