Ottawa, Ontario – April 3, 2024  Public Services and Procurement Canada (PSPC), the National Capital Commission (NCC), Agriculture and Agri-Food Canada (AAFC) and Transport Canada (TC) have determined that the proposed project is not likely to cause significant adverse environmental effects with the application of all recommended mitigation measures.

This determination was based on consideration of the following factors:

  • impacts on rights of Indigenous peoples.
  • comments received from the public.
  • technically and economically feasible mitigation measures.
  • the components of the environment that are within the legislative authority of Parliament identified in the "Definitions" section of the Impact Assessment Act (2019).

Mitigation measures will be implemented to address potential adverse effects on the following components of the environment:

  • migratory birds
  • species at risk
  • wildlife
  • fish and fish habitat
  • groundwater
  • surface water
  • soil quality
  • air quality
  • vegetation and trees
  • human health
  • heritage resources
  • archaeological resources
  • paleontological resources

Mitigation measures considered for this determination include:

  • Tree and vegetation removals shall be conducted outside of the breeding bird season for the Ottawa region.
  • Implement intensive replanting plan using a long-term, campus-wide 40% canopy cover target.
  • Retained trees will be provided adequate tree protection.
  • Implement stormwater management design which includes low impact development features including green roofs and rooftop storage, drainage swales, infiltration galleries, subsurface storage and oil and grit separators.  The objective is to capture 90th percentile storm events through natural pathways.
  • Excavated soil exceeding applicable provincial regulations, if encountered during excavation, should be disposed of off-site at an approved facility.
  • Applicable soil standards from the Canadian Council of Ministers of the Environment (CCME) will be considered during remedial activities.
  • Measures must be implemented to ensure all works involving the use of concrete, cement, mortar or lime containing construction materials do not enter any watercourse, directly or indirectly.
  • Develop and implement an Erosion and Sediment Control Plan, Environmental Management Plan, Spill Response and Action Plan, Groundwater Management and Dewatering Plan, Salt Management Plan, Vibration Monitoring Plan and Heritage Protection Plan.

 

After reviewing the comments received and conducting a review of effects, PSPC, the NCC, AAFC and TC are satisfied that the implementation of the project is not likely to cause significant adverse environmental effects, as long as all mitigation measures are applied. Therefore, the proponent may carry out the project in whole or in part.
