March 20, 2024 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. All comments received will be considered public. For more information, individuals should consult the Privacy Notice on the Registry website.

The Proposed Project

The Department of National Defence (DND) is proposing the design and construction of four (4) new buildings with parking facilities for a total area of approximately 50,000 to support the Future Aircrew Training (FAcT) program. Building types include accommodations, mess and food services, hangar and maintenance and training facilities. The proposed project is to remove the contaminated soil from the potential development sites and stockpile it for future remediation, then construct the necessary infrastructure. As such there is a requirement to build new road extensions to provide access to the new buildings, modifications to existing site services and new site services as required including:

  • Road design layer thicknesses are per City of Moose Jaw standards.
  • Streetlights including conduit and conductor cable.
  • Installation of water main, sanitary and storm lines to existing services.
  • Consultant to determine required capacity and flows required to service new buildings.
  • Construction of buildings with associated parking and green space.
  • Topsoil, landscaping and seeding.
