Notice of Determination

[Ottawa, Ontario] – [March 15, 2024] The National Capital Commission has determined that the proposed project is not likely to cause significant adverse environmental effects with the application of all recommended mitigation measures.

This determination was based on a consideration of the following factors:

  • Changes to air quality;
  • Ecological and human health;
  • Soil quality and quantity;
  • Groundwater;
  • Effects on wildlife and migratory birds;
  • Effects on vegetation;
  • community knowledge;
  • comments received from the public;
    • increase in waste and litter
    • increased noise
    • loss of green space
    • increase in vehicle traffic
  • the temporary nature of the proposed installation, and the reversibility of the effects;
  • technically and economically feasible mitigation measures; and,
  • the components of the environment that are within the legislative authority of Parliament identified in the "Definitions" section of the Impact Assessment Act.

Mitigation measures will be implemented to address potential adverse effects on the following components of the environment:

  • Vegetation removal must be limited to the extent required to execute the works unless pre-approved by the National Capital Commission.
  • A monitoring/watering program be in place for the first 2 years as well as fertilization to the root zone. If tree health starts declining, compensation will be necessary.
  • Watering should be implemented not only during drought conditions but throughout the construction activities, as well as, a year after the construction is complete. Once every month (twice if drought conditions) between May and September.
  • As much as possible, leave vegetation in place, to prevent exposure of soils and erosion, unless removal is necessary.
  • Any wildlife incidentally encountered during construction will not be knowingly harmed.

After reviewing the comments received and conducting an internal review of effects, the National Capital Commission is satisfied that the implementation of the project is not likely to cause significant adverse environmental effects, as long as all mitigation measures are applied. Therefore, the National Capital Commission may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
