Notice of Determination

Aéroports de Montréal has determined that the project for the construction of a new fuel storage facility at YMX International Aerocity of Mirabel is not likely to cause significant adverse effects on the environment by applying the mitigation measures provided for in the project.  

This determination is based on the following factors: 

  • Mitigation measures that are technically and environmentally feasible;
  • Community knowledge;
  • Knowledge and impacts on the rights of Indigenous peoples.

The mitigation measures considered for this determination are as follows:  

Air Quality and Climate Change 

  • Keep trucks and all machinery in good working order.  
  • Limit idling of vehicles and machinery. 
  • Obey traffic rules, speed limits and weight restrictions. 

Noise and vibration 

  • Promote the use of broadband or dimmable backup alarms for heavy machinery 
  • Comply with the noise standards set out in the applicable regulations 

Soils and groundwater 

  • Develop and implement a documented maintenance and inspection program to ensure facility integrity 
  • Ensure that a spill kit is available at all times 

Hydrology and surface water quality 

  • Implement sediment control measures 
  • Protect storm sewers from contaminant discharge during construction at all times 
  • Implement stormwater capture and drainage systems 
  • Install rainwater and sanitary protection equipment   

Risk Management 

  • Project that reduces environmental risks through the construction of a new, safer fuel fleet that meets the highest standards  
  • Smaller tanks, better suited to needs 
  • Environmental monitoring during construction 

As a result, ADM Aéroports de Montréal may exercise its powers, duties and functions to enable the project to be carried out, in whole or in part.
