Renewal of St Patrick Street Bridge Over Rideau River – Public Comments Invited
February 28th, 2024 – The National Capital Commission must determine whether the proposed Renewal of St Patrick Street Bridge Over Rideau River, located in Ottawa, Ontario is likely to cause significant adverse environmental effects in compliance with sections 81-91 of the Impact Assessment Act and the National Capital Act.
To help inform this determination, the National Capital Commission is inviting comments from the public respecting that determination. The Proposed Project
The City of Ottawa is proposing the renewal of the St. Patrick Street Bridge over the Rideau River. The bridge is located within urban Ottawa, approximately 100 meters upstream of Porter's Island and 1,500 meters upstream of the Ottawa River. The bridge is owned by the City of Ottawa.
To support the bridge renewal, a temporary construction staging area is proposed on National Capital Commission (NCC) lands, located north-east of the bridge. The proposed staging area will be located within an existing greenspace and will occupy approximately 3,900 square meters. The staging area will be prepared by covering existing grassed surfaces with geotextile material and a layer of aggregates. Existing trees will be protected where required.
A portion of the existing Rideau River Eastern Pathway within the greenspace area will be unavailable to the public for the duration of construction as it will be used for construction access. A temporary asphalt multi-use pathway will be constructed on NCC lands to divert users of the Rideau River Eastern Pathway around the proposed staging area. It is anticipated that impacts to existing vegetation on NCC lands will be minimal and may include the trimming of overhanging tree branches that may interfere with construction access.
Additionally, modifications to an existing NCC pathway, located immediately south of the Crichton Street and St. Patrick Street intersection will be undertaken as part of active transportation improvements. The proposed area of pathway modification is anticipated to be approximately 77 square meters.
The project is currently in the design phase, which is expected to be complete in spring 2024. Construction is expected to commence in fall 2024 and be complete by winter 2026. Rienstatement of the Rideau River Eastern Pathway, temporary asphalt multi-use pathway and construction staging area is expected to be completed in spring 2027. All temporary works on federal lands will be reinstated to existing or better condition.
The project is subject to NCC Federal Land Use Approval under the National Capital Act.
