Notice of Determination 

Vancouver, B.C. – January 8, 2024 – The Vancouver Fraser Port Authority and Transport Canada have determined that the proposed Portside Blundell Road Improvements project, located in the Fraser Richmond Industrial Lands in Richmond, BC is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

  • Impacts on rights of Indigenous peoples
  • Indigenous knowledge
  • Comments received from the public
  • Technically and economically feasible mitigation measures

Mitigation measures taken into account for this determination are:

  • The preparation of a Construction Environmental Management Plan, including invasive species management, and erosion and sediment control plans appended
  • The use of a qualified environmental professional to monitor project construction
  • Covering of any exposed contaminated soil, groundwater, or waste with either one meter thick clean soil, or with asphalt/concrete
  • The submission of an Archaeological Impact Assessment

The authorities are satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.

Therefore, the authorities may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
