Notice of Determination

Jan 24 2024 Fisheries and Oceans Canada has determined that the proposed Esther Lord Building Demolition Project, located in St. Andrews, New Brunswick is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

  • impacts on rights of Indigenous peoples;
  • comments received from the public; and
  • technically and economically feasible mitigation measures.

The Esther Lord building's heritage value has been preserved through the completion of the following actions by DFO:

Residence Building #5 (Esther Lord Building) webpage and virtual tour of the site developed and posted to the external DFO webpage for the general public in both the official languages.

A Heritage Recording was conducted by PSPC, documenting hundreds of images of both the internal and external infrastructure of the Esther Lord Building.

Fisheries and Oceans Canada is satisfied that that the carrying out of the project is not likely to cause significant adverse environmental effects.

Therefore, Fisheries and Oceans Canada may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
