Campbell River Small Craft Harbour (Fisherman's Wharf) – February 13, 2024 The Department of Fisheries and Oceans Canada Regional Office of Environmental Coordination has determined that the proposed Campbell River Small Craft Harbour (Fisherman's Wharf) Remediation and Tidal Boat Grid Removal has determined the Project is low risk and is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

  • impacts on rights of Indigenous peoples;
  • Indigenous knowledge;
  • community knowledge;
  • Valued Ecosystem Components; and
  • technically and economically feasible mitigation measures.

Mitigation measures taken into account for this determination are:

  • Valued Components: Fish and fish habitat, Species at Risk, Marine Vegetation, Marine Mammals, water and sediment quality, Contaminated Sites
  • A detailed Environmental Management Plan that includes a Water Quality Management Plan, Spill Prevention and Response Plan and, Sediment Control Plan has been created to prevent and reduce the introduction of sediment and deleterious substances from entering the watercourse.
  • Invasive species best management practices
  • Working within the least risk to fish window
  • Onsite Monitoring for all dredging and tidal boat grid removal activities
  • Limit noise by turning off machinery when not in use
  • Site access and mobilization will be planned to minimize disruption to the Site to the extent possible.
  • Equipment and other materials will be brought in prior to construction using public roads.
  • The laydown area where contaminated sediment will be dewatered, will be located on the intertidal slope adjacent to the work area. The sediment will be allowed to dewater back into a sediment turbidity containment area partitioned from the rest of the harbour with a continuous silt curtain.
  • Valued Components: Structure, Site or Thing of Historic, Archaeological, Paleontological or Architectural Significance, Physical and/or Cultural Heritage
    • Archaeological Chance Find Protocol
  • Valued Component: Birds and or their habitat
    • Working outside the general nesting period for the area

The Department of Fisheries and Oceans Canada Regional Office of Environmental Coordination is satisfied that that the carrying out of the project is not likely to cause significant adverse environmental effects.

Therefore, the Department of Fisheries and Oceans Canada may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
