Notice of Determination

North Vancouver, – November 14, 2023 – The Vancouver Fraser Port Authority and Transport Canada have determined that the proposed Seaspan Vancouver Drydock Water Lot Expansion, at the south foot of St. Georges Avenue, North Vancouver, BC is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

  • Impacts on rights of Indigenous peoples
  • Indigenous knowledge
  • Comments received from the public
  • Technically and economically feasible mitigation measures

Mitigation measures taken into account for this determination are:

  • The distribution of a construction notification to residents and businesses within 500m of the project location, 10 days before commencing construction
  • The preparation of and adherence to an Air Emissions Management Plan, which includes air quality monitoring, and posting of the reporting to the project website
  • The completion of a post-project noise monitoring assessment, to confirm the predictions of the 2021 Environmental Noise Assessment
  • The installation of a permanent noise monitoring station in close proximity to the sensitive receptors located to the north of the drydocks
  • The removal and upland disposal of any anthropogenic debris found within the water lot, as a result of a post-construction dive survey

The authorities are satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.

Therefore, the authorities may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
