Red Earth Cree Nation Carrot River and Natacam Lagoon Upgrades - Public Comments invited

February 8 , 2024 - Indigenous Services Canada must determine whether the proposed Red Earth Cree Nation Carrot River and Natacam Lagoon Upgrades, to be located on Red Earth Cree Nation , is likely to cause significant adverse environmental effects. To help inform this determination, Indigenous Services Canada is inviting comments from the public respecting that determination.

Proposed Project

Red Earth Cree Nation is proposing to develop a new sewage lagoon south of the existing solid waste transfer station in NE 25-51-07 W2M. The proposed 20 year primary cell size will be 8.43 Ha and a 20 year storage cell size of 280,493 m3.  The Downstream Use and Impact Study completed for the project recommends the sewage lagoon discharge directly to the Crackling River to ensure no significant impact on the local watershed. The project activities to construct the new lagoon include clearing and grubbing the site and earthworks to shape the berms.  The shaped berms will be covered with HDPE liner and a protective sand covering, in accordance with Water Security Agency Standards.  The old lagoons will be decommissioned, which will involve completing a final release of the wastewater, chlorination of the site and using a tracked dozer to push the berms  in and flatten the site.
