Notice of Determination 

Pitt Meadows, B.C. – December 21, 2023 – The Vancouver Fraser Port Authority has determined that the proposed Log Grapple Installation - Halo Sawmill located at 177700 Fraser River Dyke Road, Pitt Meadows is not likely to cause significant adverse environmental effects.

The determination was based on a consideration of the following factors:

  • Impacts on rights of Indigenous peoples
  • Indigenous knowledge
  • Community knowledge
  • Comments received from the public
  • Technically and economically feasible mitigation measures

Best efforts were made to consult with Katzie First Nation, Kwantlen First Nation, Kwikwetlem First Nation, Musqueam Indian Band, Semiahmoo First Nation, S'ólhTéméxw Stewardship Alliance, and Tsleil-Waututh Nation. No comments relating to the project were received from Indigenous groups.

The project was posted to the Canadian Impact Assessment Registry on July 27, 2023, for public comment. No comments were received.

The City of Pitt Meadows was notified of the project as a stakeholder. The following comments regarding jurisdiction were raised:

  • Clarification regarding Riparian Area Development Permit
  • Clarification on the provincial Heritage Conservation Act

Mitigation measures taken into account in making the determination include:

  • The works will not deposit a deleterious substance in water inhabited by fish, or affect fish or fish habitat in a manner contrary to the Fisheries Act
  • There will be no in-water works during the fisheries-sensitive period from March 1 to June 15, inclusive
  • Monitoring will be completed by a qualified environmental professional in accordance with the construction environmental management plan
  • Piles will be installed using vibratory. Other pile installation methods are not allowed without approval from the Port Authority
  • Barges and other support vessels will be prevented from grounding on the foreshore or otherwise disturb the foreshore
  • All construction debris and waste materials will be collected in the immediate working area and disposed of at an appropriately licensed facility

 

The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.
