Public Comment Period on Intent to Make a Determination
Upgrade Underground Municipal Services – 22 Wing North Bay

January 12, 2024 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. All comments received will be considered public. For more information, individuals should consult the Privacy Notice on the Registry website.

The Proposed Project

The Department of National Defence (DND) is proposing to upgrade the underground municipal infrastructure along Stanmore and Uxbridge Drives at 22 Wing North Bay because it has reached the end of its serviceable life and is beginning to fail.

The following municipal upgrades within the project area are expected:

  • Roadways (Stanmore and Uxbridge) and associated underground services (water, sanitary and stormwater)
  • Pedestrian sidewalks along Stanmore and Uxbridge Drives.
  • The light standards along Stanmore
  • The North Portal Parking will be repaired and updated.
  • Staff and patrol vehicle parking for the MP Headquarters (Bldg. 134).
  • The MP Headquarters requires permanent municipal sanitary service lines.
  • Storm water management measures are required near Parker and Ayres Road.
  • Flooding issues, due to a beaver dam will be addressed.
  • A vehicle inspection and turn-around area are required in advance of the main control point entrance.

Project areas disturbed by construction activities will be restored through repaving, landscaping, revegetation and contouring with existing grades as required.
