Notice of Determination 

Burnaby, B.C. – August 28, 2023 – The Vancouver Fraser Port Authority has determined that the proposed Cascadia Rail Expansion Phase 4 – Amendment 01 located at along the south shore of Burrard Inlet east of Berry Point, in Burnaby, BC is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors: 

  • Impacts on rights of Indigenous peoples  
  • Indigenous knowledge 
  • Community knowledge 
  • Comments received from the public 
  • Technically and economically feasible mitigation measures 

Mitigation measures taken into account for this determination are:  

  • Mitigation measures that were part of the project and environmental review of Project Permit PER No. 20-095 
  • Vibratory pile installation will be used as the primary method used for pile installation works, where possible 
  • Sediments contained within piles after driving shall be left in place 
  • Exposed hollow pipe piles will be capped to prevent wildlife entrapment 
  • Temporary piles and vessels moored alongside will be adequately lit for safe navigation 

The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects. 

Therefore, the Vancouver Fraser Port Authority may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
