August 23, 2023 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. The Proposed Project

As part of the Government of Canada's commitment to grow our economy by making significant new investments in green infrastructure and clean technologies, the DND launched the Energy Performance Contract program to enhance the energy efficiency of Canadian Armed Forces bases across Canada. The Department of National Defence is proposing to replace an oil-fired boiler in the Armoury and replace steam heating in the Drill Hall to hydronic heating. The proposed scope of work includes:

  • Removal of the hot water distribution piping in the mechanical room and relocation of the existing pumps in the Armoury, and removal of the steam radiators, unit heaters, and steam distribution system in the Drill Hall.
  • Removal of the oil cast iron boiler in the Armoury and oil-fired steam boiler in the Drill Hall.
  • Installation of new condensing propane boiler with associated pumps in each building.
  • Installation of new radiant heaters and unit heaters with the associated hydronic distribution system and controls in the Drill Hall.
  • Removal of the existing oil tank and associated piping with the installation of a new propane tank and propane distribution.
