Notice of Determination

July 10, 2023 – ADM Aéroports de Montréal has determined that the project proposed by Airbus for the construction of a delivery center at YMX International Aerocity of Mirabel is not likely to cause significant adverse environmental effects by applying the mitigation measures planned for the project.

This determination was based on a consideration of the following factors:

  • Technically and economically feasible mitigation measures listed below;
  • Community knowledge;
  • Indigenous knowledge and impacts on rights of Indigenous peoples.

The mitigation measures considered for this determination are as follows:

Surface water quality:

  • Cover bare surfaces or stockpiled materials.
  • Implement and maintain effective measures to limit the input and transport of sediment from the site to watercourses and ditches.
  • Maintain equipment in designated watertight areas.
  • Ensure the presence of an oil spill kit in the work area.
  • Ensure that an emergency response plan is in place before starting work.
  • Service and refuel land-based machinery more than 30 m from watercourses and ditches.
  • Deny access to the site to any mobile equipment that is leaking hydrocarbons. Keep equipment in good working order.
  • Do not store petroleum products or hazardous materials within 30 m of watercourses and ditches.
  • Use oil that is more than 60% biodegradable in twenty-eight (28) days in machinery used within 30 m of watercourses and ditches.
  • Construct an oil collection system at hangar exits that separates and stores petroleum products from water.
  • Provide a cleaning program for oil separators.

Ground vegetation:

  • Revegetate temporarily affected areas.

Avifauna, Monarchs and habitat:

  • Enforce the Migratory Birds Convention Act, 1994 by prohibiting the cutting and disturbance of vegetation between mid-April and the end of August. If work is carried out during this period, have the site surveyed by a biologist to determine whether active nests are present and take appropriate measures to protect them.
  • Avoid mowing fallow land during the Monarch breeding season.

Ichtyofauna and habitat:

  • Cover bare surfaces or stockpiled materials.
  • Implement and maintain effective measures to limit the input and transport of sediment from the site to watercourses and ditches. These measures must remain effective during temporary site closures (evenings, weekends, holidays) and be adjusted according to weather forecasts.

Soil quality:

  • Treat contaminated soil and groundwater in accordance with applicable regulations.
  • Maintain equipment in designated watertight areas.
  • Ensure that an oil spill kit is available in the work area.
  • Ensure that an emergency plan is in place before starting work.

Air quality:

  • Visually monitor dust emissions and take steps to control them if necessary.
  • Use a dust suppressant in unpaved areas where dust is a significant factor. Use water within 60 m of watercourses and ditches.
  • Avoid unnecessary running of site machinery and truck engines when not in use.

Accordingly, ADM Aéroports de Montréal may exercise its powers to enable the project to be carried out, in whole or in part.
