Notice of Determination

July 10, 2023 – ADM Aéroports de Montréal has determined that the proposed project for the rehabilitation of Trans-Northern Pipelines Inc.'s former fuel reception and distribution center at YMX International Aerocity of Mirabel is not likely to cause significant adverse environmental effects by applying the mitigation measures planned for the project.

This determination was based on a consideration of the following factors:

  • Technically and economically feasible mitigation measures listed below;
  • Community knowledge;
  • Indigenous knowledge and impacts on rights of Indigenous peoples.

The mitigation measures considered for this determination are as follows:

Air quality:

  • Maintain trucks and all machinery in good working order.
  • Limit idling of vehicles and machinery.
  • Comply to traffic rules, speed limits and weight restrictions.

Soil quality:

  • Preserve the existing vegetation as much as possible by limiting clearing operations on the site and in the work areas.
  • Cover mounds of soil with a polyethylene membrane.
  • Manage contaminated soils in accordance with applicable regulations.

Hydrology and surface water quality:

  • Implement sediment control measures.
  • Protect the ditch and the storm sewer adjacent to the site at all times against the release of contaminants.
  • Manage excavation water in accordance with the measures indicated in the rehabilitation plan.

Vegetation and wetlands:

  • Remove and eliminate invasive species.
  • Revegetate after backfilling the excavated area.

Wildlife:

  • Use existing trails and roads as access routes to avoid disturbing wildlife.

Use of resources:

  • Coordinate traffic planning with ADM and other stakeholders before work begins.

 

Accordingly, ADM Aéroports de Montréal may exercise its powers to enable the project to be carried out.
