Notice of Determination

May 12, 2023 - ADM Aéroports de Montréal has determined that the project for the demolition of buildings to create parking spaces at YUL Montréal-Trudeau International Airport is not likely to cause significant adverse environmental effects by applying the mitigation measures planned for the project.

This determination was based on a consideration of the following factors:

  • Technically and economically feasible mitigation measures listed below;
  • Community knowledge;
  • Indigenous knowledge and impacts on rights of Indigenous peoples.

The mitigation measures considered for this determination are as follows:

Air quality

  • Maintain trucks and all machinery in good working order.
  • Reduce idling of vehicles and machinery.
  • Cover materials with tarpaulins at all times during transport.
  • Manage the recovery and disposal of hazardous substances or materials according to applicable regulations and good environmental practices.

Terrestrial fauna and avifauna

  • Inspect sites likely to be used for nesting and remove any abandoned nests to prevent them from being used again during the nesting season.

Invasive alien species

  • Before starting work, locate invasive species on the worksite and avoid carrying out interventions there, if possible.
  • Before and after work, inspect and clean machinery and tools to remove mud and invasive alien plants.
  • Clean equipment on infertile soil, away from bodies of water.

Soil quality

  • Maintain trucks and all machinery in good working order.
  • Avoid storing contaminated materials directly on the ground, even temporarily, so as not to contaminate the soil in place and the water.
  • Manage contaminated soil and groundwater in accordance with applicable regulations.

Drainage, flow beds and water quality

  • Have a spill kit available at all times.
  • Characterize excavation water before discharging into the environment.
  • Protect storm sewers at all times.
  • Isolate and confine work areas to prevent materials and other foreign matter from contaminating waterways beyond the area of application.

Transport infrastructure and traffic

  • Inform site users of preferred routes for machinery.
  • Identify alternative routes for site users.
  • Comply with road safety codes, standards and regulations.

 

Accordingly, ADM Aéroports de Montréal may exercise its powers to enable the project to be carried out, in whole or in part.
