Notice of Determination

Sumas First Nation Land, Abbotsford – April 17, 2023 The Business Development Bank of Canada (BDC) has determined that the proposed construction of two buildings of AB Wall Industrial Ltd. is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

  • impacts on rights of Indigenous peoples;
  • Indigenous knowledge;
  • community knowledge;
  • comments received from the public; and
  • technically and economically feasible mitigation measures.

Mitigation measures taken into account for this determination are:

At the moment of the determination:

  • Sumas First Nation Land Advisory Council's approval of the proposed development and use of the site;
  • Cultural Heritage Impact assessment report;
  • Assessment of environmental effects report;
  • Phase I environmental site assessment report;
  • Geotechnical site assessment report.

During the work, mitigation measures will be put in place and are based primarily on the following components of the environment:

  • Air quality;
  • Water quality;
  • Soil quality;
  • Wildlife management.

During the disbursement of the loan:

  • The client must report immediately any accident or malfunctions that may have material adverse effects on the environment.

When the project is completed:

  • The client must notify BDC in writing of the completion of the project.

BDC is satisfied that that the carrying out of the project is not likely to cause significant adverse environmental effects.

Therefore, BDC may provide financial assistance to enable the project to be carried out in whole or in part.
