SUBJECT:    Timiskaming Dam-Bridge of Quebec Replacement Project Environmental Impact Statement – Conformity Review Results

On October 6, 2022, the Impact Assessment Agency of Canada (the Agency) received the Environmental Impact Statement (EIS) and its Summary (both in English and in French) for the Timiskaming Dam-Bridge of Quebec Replacement Project (the Project) prepared by Public Services and Procurement Canada (the proponent). After verifying conformity of the EIS and the Summary with the Project EIS Guidelines (the Guidelines), the Agency, in collaboration with the Environmental Assessment Technical Committee, determined that the EIS was incomplete and did not meet some of the requirements set out in the Guidelines. The Agency sent a letter to the proponent on November 3, 2022 outlining the missing information to be provided.

The proponent submitted a revised EIS and Summary to the Agency on March 17, 2023. After review, the Agency has determined that there is sufficient information for the Environmental Assessment Technical Committee to launch the EIS analysis phase. The Agency notes, however, that some information requested in the November 3, 2022 letter for Kebaowek, Wolf Lake and Timiskaming First Nations is incomplete or missing. The Agency acknowledges that significant efforts have been made by the proponent and the three First Nations to provide the missing information and requires the proponent to continue to consult collaboratively with the latter to gather the required information and provide it to the Agency once available.

In this context, the federal timeline under the Canadian Environmental Assessment Act, 2012 is restarted and the EIS and its Summary will be posted on the Canadian Impact Assessment Registry.

Alongside the EIS analysis, the Agency will hold a public comment period on the EIS Summary until May 3, 2023. Questions and comments raised by the public, Indigenous Peoples and members of the Technical Committee during this comment period will be considered in the Information Request that will be sent to you later.
