Rehabilitation of 6 Culverts on Russell Road – Public Comments Invited

February 7, 2022 The National Capital Commission must determine whether the proposed Rehabilitation of 6 culverts on Russell Road, located in Ottawa, Ontario is likely to cause significant adverse environmental effects, in compliance with sections 81-91 of the Impact Assessment Act and the National Capital Act.

To help inform this determination, the National Capital Commission is inviting comments from the public respecting that determination. The Proposed Project

The City of Ottawa is proposing to rehabilitate six (6) small culverts (A222960, A224030, A222980, A224000, A224010, and A224020) located along the municipal roadway of Russell Road between Anderson Road and Ramsayville Road to repair damaged culverts and to improve drainage.

 

Culvert A224030 is located on City of Ottawa property with the ends directly adjacent to National Capital Commission (NCC) lands, and culverts A222960, A222980, A224000, A224010, and A224020 are located mostly on City of Ottawa property but extend onto NCC land at the ends (inlet and outlet). Therefore, physical work that extends onto NCC lands will be required at each of the six (6) culverts to complete the necessary rehabilitations. As this project is on NCC land, the project is being reviewed under the Impact Assessment Act. The National Capital Commission is providing guidance in relation to meeting the legal requirements of this Act and related environmental requirements.

 

All culverts are located adjacent to agricultural areas with minimal shrubs and trees. The information for the six (6) culverts are as follows:

·             A222960: 510 m east of the Russel Road and Ramsayville Road intersection

·             A222980: 810 m east of the Russel Road and Ramsayville Road intersection

·             A224000: 900 m east of the Russel Road and Ramsayville Road intersection

·             A224010: 1000 m west of the Russel Road and Anderson Road intersection

·             A224020: 890 m west of the Russel Road and Anderson Road intersection

·             A224030: 265 m west of the Russel Road and Anderson Road

 

The proposed construction is scheduled to commence in Spring 2022, pending approval. Each culvert rehabilitation will take approximately 5 – 10 days to complete.  The majority of the work will take place within the City's right of way, however, access to NCC lands will be required within the vicinity of the culvert's ends. Physical work on NCC lands will include removal of existing culverts, minor regrading of embankment slopes and ditches, construction staging, and general restorations. Culvert lengths will be reduced so they will no longer be located on NCC lands which will also improve conditions for fish passage. Areas impacted by construction activities will be reinstated to their initial condition or better upon completion.

 

Minimal vegetation disturbance or removal will be required. The watercourses passing through culverts (A222960 and A2224030) do not contain significant or critical fish habitat, however they provide habitat for the bait and forage fish community. These culverts will be installed in a manner that facilitates fish passage.
