Emergency Operations Concept Implementation – Canadian Forces Base (CFB) Esquimalt

January 24, 2022 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. The Proposed Project

The Department of National Defence (DND) has proposed a project which aims to accommodate continued operations. The Canadian Forces Sailing Association (CFSA) is a Special Interest Activity entity under the Canadian Forces Morale and Welfare Services at Canadian Forces Base Esquimalt (CFB Esquimalt). It hosts 400 serving and retired members including families. CFSA's tenure at its current location at Munroe Head, Esquimalt Harbour, has ended and the club is proposing an Emergency Operations Concept (EOC) in order to accommodate continued operations, which will be located in Lang Cove, Esquimalt Harbour. The EOC will incorporate the following:

  • facility will be bottom moored, with four linear (north/south orientation) docks anchored by chain to marine grade concrete clumps. The docks will be composed of repurposed concrete floats and wooden docks;
  • approximately 90 club boats will be moored to the docks using a Mediterranean mooring system. Members will access their boats using shuttle dinghies, and hand pulled barges will be operated between the docks; and
  • each of the four docks will also be anchored at the north end, using rock anchors that will be drilled into the bedrock located on the north side of Lang Cove, located within the Department of National Defence Naden property.
