Public Comment Period on Intent to Make a Determination

January 10, 2022 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. All comments received will be considered public. For more information, individuals should consult the Privacy Notice on the Registry website.

The Proposed Project

The Department of National Defence (DND) has proposed a project which aims to replace the existing electrical line to Martello Tower, located at the Royal Military College of Canada. The Fort Frederick Martello Tower is a classified federal heritage building, because of its historical associations and its architectural and environmental significance. The old connection is unserviceable due to a burnt-out electrical box. The work will include exposure of the existing line from the manhole to the electrical box at the base of the tower. The excavation will allow the new wiring to be installed between the electrical box and manhole. The work is in an archaeologically sensitive area and the project will include the oversight of an archaeologist for excavations. The excavated portions will be restored with topsoil and grass seed to re-establish the areas natural flora and fauna.
