Notice of intent to make a determination

Peter Ballantyne Cree Nation Southend Lot Drainage and Improvement - Public Comments Invited

August 31, 2021 - Indigenous Services Canada must determine whether the proposed Peter Ballantyne Cree Nation Southend Lot Drainage and Improvement, located at Southend, is likely to cause significant adverse environmental effects. To help inform this determination, Indigenous Services Canada is inviting comments from the public respecting that determination.

The Proposed Project

Project involves drainage improvements along existing roads in the community, including culvert replacements and installations, erosion mitigation, ditch grading and roadway embankment construction within the community of Southend.

Work will include excavation, culvert installation, grading, roadway construction, ditch grading.

Aggregate material for roadway construction will be sourced from the existing gravel pit located at Southend Reserve No. 200A.

Ditches will be designed with a minimum 3:1 side slopes and maximum profile grades of approximately 10%.

Culvert sizes and lengths will be determined through detailed design of the project.  sizes are anticipated to range from 400mm to 600mm diameter, and lengths of approximately 10m to 20m.  The number and location of the culverts will be determined through detailed design.

Refueling practices will meet all federal and provincial requirements.
Equipment to be used for the project is anticipated to be common diesel - hydraulic heavy construction equipment.

Sediment and erosion control measures will be developed as part of the detailed design which will consider the use of erosion control matting, silt fences/barriers, rip-rap rock and the establishment of vegetation on sloped areas.

All activities will occur within existing developed road right-of-ways.
