Mooring Piles at Pier 94 – Public Comments Invited 

June 1, 2021 – As part of its Project and Environmental Review process, the Vancouver Fraser Port Authority must determine whether the proposed Mooring Piles at Pier 94, located at 3 St. Andrews Avenue, North Vancouver, BC is likely to cause significant adverse environmental effects. Written comments to be received by June 30, 2021. 

To help inform this determination and a decision on whether or not to approve the proposed project, the Vancouver Fraser Port Authority is inviting comments from the public respecting that determination. All personal views and opinions received, including the writer's name and personal information shared, will be considered public. For more information, individuals should consult the Privacy Notice on the Registry website. In addition, your contact information may be shared with third parties, e.g., the tenant, other relevant agencies, to help respond to your questions and inform possible mitigations.

The Proposed Project 

Seaspan proposes to provide additional moorage for transient marine equipment at their Pier 94 located at 3 St. Andrews Avenue in North Vancouver. The scope of work involves relocating the existing fixed barge (NP70) to an alternate mooring location until it can be repurposed, removing three existing steel-piled dolphins including their timber fenders, and installing seven new 1,067 millimetre diameter cantilevered steel mooring piles. Drilling may be required to advance the piles depending on the density of the underlying till in the location of each pile to achieve required depth. The piles will be extracted and installed using vibratory hammers and, if required, impact hammers on spud-barge-mounted marine derrick and crane. Underwater noise mitigation and marine mammal observation will take place during the length of the works. The works are to be completed during normal operating hours. Works are proposed to start December 6, 2021 and are expected to be completed within approximately 10 weeks. 

The Project is required due to the increased seabed elevation of the gravel bed project (PER No. 17-407) and will provide additional moorage to compensate for the loss of existing moorage at Seaspan's Pemberton water lot.
