HR24 Sanitary Lift Station Upgrades at Canadian Forces Base Kingston

December 11, 2020 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. The Proposed Project

The HR24 Sanitary Lift Station at 7 Fort Henry Drive requires replacement to ensure continued function, and to improve the safety of workers that maintain the stations, associated pumps and wells. The proposed project involves removal and disposal of the current wet well and pumping station, and associated non-functional underground utility pipe infrastructure. The proposed project also includes the installation of a new wet well and pumping station in an alternate location, and new underground sanitary utility pipe infrastructure, in order to improve functionality and service to Canadian Forces Base Kingston. The construction work is anticipated to begin in spring 2021.

The proposed project requires excavation and trenching work to uncover and demolish the existing lift station and associated existing sanitary sewer lines. The facility will be replaced with a packaged wet well lift station, to be re-located approximately 200 metres northeast, near the intersection of Sicily Drive and Assoro Crescent.

A new sewage utility pipe will be connected to an existing sanitary main utility on federal land owned by Parks Canada. Representatives from Parks Canada have been consulted and engaged in the project, and have provided their agreement for the project to proceed.

Environmental Mitigations

Physical work associated with the site preparation includes the delineation of the work area, and protection of existing features (trees, laydown area, existing buildings, etc.). Sediment control and dewatering measures will also be installed during this site preparation. All excavation areas will be reviewed and assessed by a licensed archaeologist prior to physical work. The users and neighbors affected by construction ambient noise will be notified in advance.
