Westshore Berth 2 Mooring Dolphin Upgrades

April 3, 2020 – The Vancouver Fraser Port Authority has determined that the proposed Westshore Berth 2 Mooring Dolphin Upgrades project, located at Westshore Terminals Limited Partnership's marine terminal in Delta, BC is not likely to cause significant adverse environmental effects. This determination was based on a consideration of the following factors:

  • impacts on rights of Indigenous peoples;
  • Indigenous knowledge;
  • community knowledge;
  • comments received from the public; and
  • technically and economically feasible mitigation measures.

Mitigation measures taken into account for this determination are:

  • All works will be carried out in accordance with the construction environmental management plan. The plan will include any advice and recommendations from Fisheries and Oceans Canada.
  • Pile installation will only occur during normal port construction hours Monday to Saturday between 7:00 am and 8:00 pm.
  • A marine mammal observer will monitor the area for whales and stop work if they are present.
  • A marine mammal observer will monitor underwater noise during construction and will stop work if underwater noise is above safe levels for nearby fish.
  • The works will not, directly or indirectly: (a) deposit or permit the deposit of a deleterious substance of any type in water frequented by fish in a manner contrary to Section 36(3) of the Fisheries Act; or (b) adversely affect fish or fish habitat in a manner contrary to Section 35(1) of the Fisheries Act. The works will not occur within fisheries sensitive period from March 1 to August 15.
  • The physical activities will be conducted to avoid increasing sedimentation of foreshore and nearshore areas and induced turbidity of local waters.
  • All construction debris and waste materials will be collected in the immediate working area and disposed of at an appropriately licensed facility.

The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.

Therefore, the Vancouver Fraser Port Authority may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
