NOVA Gas Transmission Limited – 2017 NGTL System Expansion Project (NGTL 2017)

September 30, 2016  – Environment and Climate Change Canada today published the final Review of Related Upstream Greenhouse Gas Emissions Estimates for the 2017 NGTL System Expansion Project. The document provides an estimation of the greenhouse gas (GHG) emissions released as a result of upstream production associated with the proposed NGTL 2017 project.

NGTL proposes to construct and operate new gas pipeline facilities in northern Alberta as part of its existing system.  This expansion will increase the capacity to receive gas in the NGTL's Upstream of James River Area, on the northwest edge of the system as well as increase the capacity to deliver gas to meet the increasing market demand in the North of Bens Lake Area, on the northeast edge of the system. The National Energy Board (NEB) has conducted an environmental assessment of the project and its report describes the NEB's conclusions and provides a list of recommended conditions that would apply to the project, should it be approved. 

On June 1, 2016, Environment and Climate Change Canada invited the public, Indigenous peoples, governments and other interested parties to comment and provide input on the draft upstream GHG assessment. After review and consideration of public comments the department is now publishing the final upstream GHG assessment.

The final upstream GHG assessment is one of several measures the Government of Canada is taking based on the interim principles it announced to guide decision making on projects. It will be submitted to the Governor-in-Council to inform decision making on the project.
