Public Comment Invited on the Review of Related Upstream Greenhouse Gas Emissions Estimates
June 1, 2016 — Environment and Climate Change Canada today published the draft Review of Related Upstream Greenhouse Gas Emissions Estimates for the 2017 NOVA Gas Transmission Ltd. (NGTL) System Expansion Project. The document provides an estimation of the greenhouse gas (GHG) emissions released as a result of upstream production associated with the proposed project.
NGTL proposes to construct and operate new gas pipeline facilities in northern Alberta as part of its existing NGTL System. The expansion would include five new and separate pipeline section loops, totaling 230 kilometres, and the addition of two compression facilities. The National Energy Board (NEB) has conducted an environmental assessment of the project and its report, which has also been released today, describes the NEB's conclusions and provides a list of recommended conditions that would apply to the project, should it be approved.
This draft Review of Related Upstream Greenhouse Gas Emissions Estimates is an example of how Environment and Climate Change Canada's proposed methodology published on March 19, 2016, will be applied to projects with relatively small upstream GHG emissions.
Environment and Climate Change Canada invites the public, Indigenous peoples, governments and other interested parties to comment and provide input on the draft upstream GHG assessment. All comments received will be posted on the online public registry on the Canadian Environmental Assessment Agency's (the Agency) website.
After review and consideration of public comments, a final assessment will be available on the Agency's online public registry. The final upstream GHG assessment is one of several measures the Government of Canada is taking based on the interim principles it announced to guide decision making on projects. It will be submitted to the Governor-in-Council to inform decision making on the project.
