Arnaud Mining Project — Public Comments Invited

July 31, 2015 — The Canadian Environmental Assessment Agency (the Agency) is conducting a comprehensive study type environmental assessment of the proposed Arnaud Mining Project (the Project) located in Quebec. The Agency and the Sept-Îles Port Authority invite the public to comment on the Comprehensive Study Report for the Project.

The Comprehensive Study Report includes the Agency's conclusions and recommendations regarding the implementation of mitigation measures and whether the Project is likely to cause significant adverse environmental effects.

Written comments must be sent by August 28, 2015 to:

This is the third and final public comment period on the environmental assessment of the Project. All comments received will be considered public. The Minister of the Environment will take into consideration the Comprehensive Study Report, along with comments received from the public and Aboriginal groups, and issue an environmental assessment decision statement. The Sept-Îles Port Authority will also take a course of action under the Canada Port Authority Environmental Assessment Regulations.

This project is being assessed using a science-based approach under the Canadian Environmental Assessment Act (the former Act).

The Proposed Project

Mine Arnaud Inc. is proposing the construction, operation and decommissioning of an approximately 1.2 million tonnes a year apatite concentrate mine with an operating life of 31 years. The proposed project includes an open-pit mine, an ore processing plant, and overburden, waste rock and tailings containment and storage areas, including a cell for waste titaniferous magnetite, a by-product of the ore processing. The project will also involve moving an approximately 8 km section of railway track at the mine site and building and using storage, handling and loading facilities at the Port of Sept-Îles.
