Mountain View Parachute Training Area Environmental Review Approved

OTTAWA , March 8, 2000 - Federal Environment Minister David Anderson today announced the approval of the environmental assessment for a Department of National Defence (DND) parachute training area (drop zone) near the Mountain View Airport in Prince Edward County, Ontario.

The development of the 2030 metre by 700 metre parachute training area will include construction of a perimeter access road, and a two-storey observation tower. This tower will be located in the southeastern edge of the drop zone.

After reviewing the public comments and the environmental assessment report, Minister Anderson concluded that the project, with the implementation of all mitigation measures, is unlikely to cause significant adverse environmental effects. "In making my decision," said Minister Anderson, "I took special note of the comments expressed by the public including the location of the observation tower, protection of wetlands, and public safety."

Minister Anderson based his decision, in part, on mitigation measures that will protect the environment, and will address the placement of drop zone infrastructure. He concluded that further review was not necessary and referred the project back to DND for next steps.

DND is the federal responsible authority that will construct and operate the parachute training area. The Department of National Defence now intends to proceed with this project and will implement mitigation measures outlined in the comprehensive study report.

As part of the environmental assessment, the Canadian Environmental Assessment Agency conducted a 50-day public consultation period from August 10 to September 30, 1999.
