I am writing to provide critical technical context to my previous submission. As a resident of Fort Chipewyan, I am concerned that the Agency will underestimate the impact of this 650MW facility by ignoring the existing cumulative damage from upstream dams.

Please include the following facts in the official Summary of Issues:

The "Final Straw" on a Regulated River: The Peace River is already crippled by the W.A.C. Bennett and Peace Canyon dams, which have flattened the spring "pulse" we need. With Site C now coming online, the river’s temperature and flow are under even more stress. A 650MW data center is not a "minor" user; it is a new, permanent drain on a river that has already lost its natural ability to flood the Delta.

Consumptive Water Loss (Evaporation): Unlike a town that returns most of its water to the river, data centers of this size use "evaporative cooling." This turns Peace River water into steam that disappears into the atmosphere. This is water that will never reach the Delta to help create the ice jams we need for our perched basins.

The Peace-Athabasca "Backwater" Mechanism: The Agency must study how this project affects the flow reversal. We need high water on the Peace River to act as a "plug" that pushes water from the Athabasca side into our lakes. If this project reduces the Peace River's volume even slightly during the spring, that "plug" fails, and our Delta stays dry.

Navigation & Section 35 Rights: Because of the dams, our water levels are already at a "tipping point." Even a loss of a few inches of water depth caused by upstream industrial withdrawals can make the channels around Fort Chipewyan unnavigable, directly stopping us from practicing our traditional rights.

I request that the IAAC require the proponent to model their water usage not against a "natural" river, but against the current, damaged state caused by Bennett and Site C.
