Chepaer options exist that nuclear plant

You need to loook at much cheaper and cleaner alternatives to nuclear generted electricity. You cannot accept nuclear as the only option.

Nuclear is very expensive and everywhere in the world runs over budget.

Solar & wind power with battery storage and hydro (although Ontarioa has limited new options for this) are all much cheaper.
