The development of all-weather roads for northern Ontario would be best done on an overall plan of access to/from the north which acknowledges and respects existing long-established service patterns.    Doing one-off environmental assessments for very specific parts of the north and utilizing resource extraction as the trigger to do this planning will very likely result in significant economic disruptions to downstream municipalities, businesses, agencies, and provincial systems including health care, education, social services, and more.
