Ogilvie Culvert Decommissioning

The approximate 116-year old concrete culvert arch structure has not been used for process water discharge for many years. The concrete structure is reaching the end of its service life and should be decommissioning by permanently filling it in to ensure safety users of the culvert, CN and Neighbouring companies. The culvert is located at the rear east side of the ADM facility situated at 950 Mill Street, Montreal, Quebec and at the south-west corner of the Windmill-Point Basin.

October 23nd, 2020 – The Montreal Port Authority (MPA) has determined that the proposed project of Ogilvie Culvert Decommissioning at the ADM facilities is not likely to cause significant adverse environmental effects.

Mitigation measures taken into account for this determination are:

  • Fish protection
  • Containment and spill management
  • Erosion and sediment control
  • Contaminated soil management
  • Waste management
  • Operation of machinery
    Therefore, the MPA may perform any duty or function to enable the project to be carried out in whole or in part
