While there are a lot of good plans to save fishes, amphibians, birds, and other animals during construction, there is also a very unfortunate mandate in this document to kill 12 predator fishes and one lower food chain fish from each site to dissect them and test their muscles and organs for methyl mercury and other chemicals.  This is said to test their meat for contaminants that may harm human consumers.  While human health concerns are huge, as many Indigenous people rely on fishes for food, it would be kinder to either take samples from fishes who were already killed for food (instead of killing them for testing), or, better yet, take non lethal muscle biopsies and blood tests from the fishes.  We use cruelty free methods to bio monitor humans.

Conventional rodent control uses cruel methods. The companies use glue traps, and snap traps, which, like legholds, can cause injury. They also use rodenticide, which kills slowly and kills many non target animals.

Killing animals does not solve the problem. Montreal’s feeding ban bylaw and Rouge National Park's bear proof bins are far more effective because they remove attractants. Please change your pest control policy to instead remove attractants, and fix holes, along with a humane contraception program. Please invest in non lethal solutions like bear proof bins (which also keep out rats) and public education. Tuffbox is a garbage and recycling bin that keeps out bears and rodents.
