Small craft dock stormwater line replacement – Pacific Coast Terminal – Public comments invited

May 25, 2026 As part of its Project and Environmental Review process, the Vancouver Fraser Port Authority must determine whether the proposed Small craft dock stormwater line replacement – Pacific Coast Terminal, located at 2300 Columbia Street, Port Moody, is likely to cause significant adverse environmental effects. 

To help inform this determination and a decision on whether or not to approve the proposed project, the Vancouver Fraser Port Authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.  For more information, individuals should consult the Privacy Notice on the Registry website. In addition, your contact information may be shared with third parties, e.g., the tenant, other relevant agencies, to help respond to your questions and inform possible mitigations.

The proposed project

The proposal is to replace approximately 50 meters of an existing corrugated steel storm water pipe that crosses the terminal, and to expand the catchment area. The line picks up water from a culvert just outside of PCT's site, and discharges the into the ocean, next to the "small craft dock". An investigation conducted over the course of 2024 and 2025 revealed that the pipe is significantly compromised and requires replacement.

In addition, there is a need for improved storm water capture from the area around the upstream end of the pipe, so the project proposes approximately an additional 130m of new storm line, and additional catch basins at various points, and new oil separators.
