2026 Pavement Program Repair/Recap – CFB Kingston
April 29, 2026 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.
To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. The Proposed Project
The Department of National Defence (DND) is proposing a project. The 2026 Pavement Program Repair/Recap is being completed to repair and recapitalize several paved surfaces throughout Canadian Forces Base (CFB) Kingston. This work will generally include, but is not limited to: partial and full removal and replacement of pavement and associated sidewalks, curbs, gutters, catch basins, drainage improvements, sewer cleaning, as well as granular shoulders and riprap spillways at the following locations:
- Lundy's Lane and select adjoining roads;
- Atlantic Avenue and Blue Bell Lane;
- Princess Royal Avenue and associated parking lots;
- Select unnamed roadways and lots between Princess Mary and Canal Du Nord;
- The eastern portion of Satellite Avenue; and
- The parking lots at MH36 (east of Moro Street).
Some vegetation removal may be required to facilitate this work, and limited quantities of excess soils are expected to be generated during excavation activities. Once work is completed, all disturbed areas will be reinstated. Work is expected to start Summer 2026 and end in the Fall of 2027.
