Notice of intent to make a determination
Morin Lake Wellbeing Centre – Public Comments Invited
April 29, 2026 – Indigenous Services Canada must determine whether the proposed Morin Lake Wellbeing Centre is likely to cause significant adverse environmental effects. To help inform this determination, Indigenous Services Canada is inviting comments from the public respecting that determination.

The Proposed Project
The Lac La Ronge Indian Band (LLRIB) is proposing to build a new wellbeing centre to support the community of Hall Lake, situated on Morin Lake IR #217. The project emphasizes flexible, multi‑purpose spaces and culturally responsive design to serve community needs. It is planned to function as a long‑term hub for wellbeing services while allowing for future growth and adaptation. The wellbeing centre will span two floors with a total area of 1,668 m², and will be able to accommodate up to 300 people. The main floor, will include a multipurpose space designed for events, assemblies, and community activities, along with a round cultural room for Elders' gatherings, a youth fitness room, service areas, and a teaching kitchen. The second floor will accommodate offices, soft rooms, a technical room, and a resource centre.
Construction of the wellbeing centre will require connection to existing infrastructure, including power, water and communication services. Additional infrastructure includes a closed garage and a separate meat preparation building. The project will also require the installation of new supporting infrastructure, including an on-site generator and propane tanks.
Site preparation will include surveying, clearing and grading of the designated land area, and preparation for servicing and foundations. Construction activities consist of building foundations, structural framing, mechanical and electrical system installation, interior finishes, and associated site works such as access, utilities, and landscaping.
