Public Comment Period on Intent to Make a Determination 

April 28, 2026 – The Greater Toronto Airports Authority (GTAA) must determine whether the proposed Laydown and Logistics areas located at Toronto Pearson International Airport are likely to cause significant adverse environmental effects. To help inform this determination, the GTAA is inviting comments from the public respecting that determination. All comments received will be considered public. For more information, individuals should consult the Privacy Notice on the Registry website.

The Proposed Project: Laydown and Logistics areas 

As part of the Greater Toronto Airports Authority's (GTAA's) Toronto Pearson Airport Longterm Investment in Facilities & Terminals (LIFT) Program, logistics and laydown areas will be constructed on Airport Lands, to facilitate construction needs. These sites will be developed on unmaintained vegetated areas located both airside and groundside on airport property. The sites will consist of a combination of any of the following: temporary construction trailers, worker parking lot, material laydown, equipment storage, and associated infrastructure to support Airport construction projects. 

The sites will undergo a variety of improvements, depending on the current conditions and the requirements for construction. Activities may include, as required, vegetation removal, minor excavation, clearing and grubbing, utility removals /relocations including the addition of temporary pole-mounted lighting with overhead power, re-grading , placement of aggregate and compact areas where required, construction trailers, security booths, transportation services for workers, paving and line painting of parking and trailer areas, stormwater management, and other associated infrastructure. No new permanent buildings are proposed. Trailers will be prefabricated units delivered to the site.  

Several sustainability best practices will be incorporated into the projects design and implementation for the wider Toronto Pearson Airport Longterm Investment in Facilities & Terminals (LIFT) Program.
