Construction and Land Exchange at Intersection of Conroy Road and Davidson Road, Ottawa – Public Comments Invited

April 14, 2026 – The National Capital Commission must determine whether the proposed project is likely to cause significant adverse environmental effects in compliance with sections 81-91 of the Impact Assessment Act and the National Capital Act.

To help inform this determination, the National Capital Commission is inviting comments from the public respecting the determination. The Proposed Project

The City of Ottawa's Intersection Control Measures Program has identified the need to modify the existing offset intersections of Conroy Road and Davidson Road due to poor traffic operations and road safety concerns. Following completion of a Schedule C Municipal Class Environmental Assessment it was determined that realignment of the east leg of Davidson Road, approximately 325 metres, is preferred to construct a single point intersection with a roundabout as the recommended traffic control device.

 

The National Capital Commission (NCC) owns the land surrounding both Conroy Road and Davidson Road rights of way. Additional property required to construct the roundabout, as well as the Davidson Road realignment, will require lands from the NCC. The project requires a Federal Land Use, Design and Transaction Approval under the National Capital Act and an Environmental Effects Evaluation under Section 82 of the Impact Assessment Act. Environment and Climate Change Canada's (ECCC) involvement is related to its responsibilities under the Species at Risk Act (SARA), as the project has the potential to interact with species at risk (SAR) individuals and/or residences on federal lands. Tree removal and vegetation clearing required for the Davidson Road realignment and roundabout construction may affect wetlands and interact with potential bat roosting habitat and Blanding's Turtle individuals. In accordance with SARA, ECCC advised that a permit may be required where project activities could result in the incidental harm to individuals or the damage or destruction of a species at risk residence.

 

Minor widening of the west leg of Davidson Road and both legs of Conroy Road will be required approaching the proposed roundabout. Modifications to existing roadside ditches and replacement of driveway culverts will be included with construction of the roundabout and the Davidson Road realignment, as required. A multi-use pathway will be included surrounding the proposed roundabout, with pedestrian crossovers on each leg of the intersection. Area street lighting will be upgraded to meet current lighting standards. A portion of an existing overhead hydro and telecom system located in the vicinity of the existing east leg Davidson Road right of way will be relocated into the realigned Davidson Road right of way. Approximately 380 trees will be removed as part of the project. Naturalization of the old Davidson Road right of way through reforestation planting is planned to address the NCC's tree compensation requirements. Four trees will be planted for every tree that was removed. Realignment of roadside ditches to follow the roadways is planned to maintain stormwater runoff in the area consistent with existing conditions.

 

A portion of the roundabout and the realigned Davidson Road will be constructed on land that is currently part of the Pine Grove Forest. This area was used for agricultural purposes until around the late 1960's with previous farm residences located in the immediate vicinity. The area underwent naturalized coniferous plantings and now contains mixed woodland, coniferous swamp, and coniferous forest.

 

Construction is expected to commence in 2026/2027 pending approvals, including budget and overall construction coordination. A Public Information Session will be held by the City of Ottawa in advance of construction to outline staging, detours, and any road closures required.
