March 25, 2026 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. The Proposed Project

The Department of National Defence (DND) has proposed a project. This project is to construct 15 Earth Covered Magazines (ECM) at a military installation near the town of Vainode, in Latvia. ECM are specialized, heavily reinforced concrete bunkers buried under earth mounds, to safely store ammunition and explosives. These are typically ~190 m2 each in surface area. The construction of these is set to occur on developed and serviced land managed and operated by the Canadian Armed Forces (CAF), with a size of approximately 44 000 m2.
