Road and Rail Redevelopment of Access for Port Terminals and Construction of the New Shed 17
Notice of Determination
March 23, 2026 – The Trois‑Rivières Port Authority (TRPA) has determined that the proposed Road and Rail Redevelopment of Access for Port Terminals and Construction of the New Shed 17 is not likely to result in significant adverse environmental effects.
The mitigation measures implemented to limit the project's negative impacts during the construction and operation phases are as follows.
During the construction phase, all work must be carried out in compliance with applicable provincial and federal environmental protection legislation. All activities are planned in a manner that prevents pollution, contamination, and environmental incidents. An Emergency Measures Plan is required to identify potential risks and to define appropriate response actions, and all personnel must receive adequate training. Construction activities are controlled in terms of time and space and are carried out primarily during normal working hours, within clearly delineated, secured, and properly signed work areas.
The protection of flora, fauna, and aquatic environments is ensured through strict measures, including the suspension of work in the event that species with a special conservation status are discovered and the prohibition of using toxic substances without prior authorization. Pollution prevention measures include rules governing the storage, maintenance, and refuelling of machinery, as well as rapid response procedures in the event of accidental spills. Waste, surplus materials, and excavated soils are managed to maintain a clean worksite at all times, with disposal or reuse limited to authorized and documented facilities.
Measures are also provided for the management of surface and groundwater, as well as for the control of dust, noise, vibrations, and light pollution, in order to minimize disturbances to the surrounding environment. The document also establishes requirements for complaint management, the protection of archaeological heritage, and certain specific activities.
During the operation phase, mitigation measures are incorporated into the TRPA Guide to Environmental and Operational Best Practices, which forms part of the conditions applicable to port activities.
Consequently, the TRPA may exercise its powers to allow the project to proceed, in whole or in part.
