Deployment of three variable message signs at the port of Montreal, Montreal, Quebec

March 19, 2026 – The Montreal Port Authority (MPA) and Transport Canada (TC) has determined that the proposed "Deployment of three variable message signs at the port of Montreal, Montreal, Québec" is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

• impacts on rights of Indigenous peoples;
• Indigenous knowledge;
• community knowledge;
• comments received from the public; and
• technically and economically feasible mitigation measures.

Mitigation measures considered for this determination are the following:

Soil quality

• Characterize and manage contaminated soils in compliance with applicable regulations
• Cover all excavated materials and non-consolidated stockpiles with a membrane
• Use watertight trucks to transport contaminated soils
• Cover contaminated soils during transport to limit dispersion
• Segregate and identify contaminated soils temporarily stored on site according to their level of contamination
• Place reusable contaminated soils on site on an impermeable geotextile and cover them with an impermeable geomembrane to prevent wind erosion and water infiltration

Surface water and groundwater quality

• Cover all excavated materials and non-consolidated stockpiles with a membrane
• Prohibit equipment refueling within 15 m of a storm drain or 30 m of the river
• Direct excavation water to a collection basin and dispose of it in accordance with applicable regulations

Air quality

• Control dust by using water as needed
• Cover loads likely to release airborne particles with tarps
• Keep roads clean to minimize dust being raised by passing trucks

Soundscape

• Use broadband backup alarms (white noise) on mobile equipment.
• Turn off unused electrical or mechanical equipment.
