Public Comment Period on Intent to Make a Determination
Royal Military College (RMC) Turf Fields – CFB Kingston

March 19, 2026 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. All comments received will be considered public. For more information, individuals should consult the Privacy Notice on the Registry website.

The Proposed Project

The Department of National Defence (DND) is proposing a project. This project is being completed to replace three (3) existing grass athletic fields with two (2) artificial turf fields at the Royal Military College CFB Kingston. Work under this project will include, but is not limited to:

  • Removal of existing grass and topsoil and excavation to prepare for the installation of the turf;
  • Installation of a new turf field; and
  • Once work is complete, all disturbed areas will be reinstated.

The existing light standards will remain in place and are not included in the scope of the project. Work is expected to start Fall 2026 and end in the Fall of 2027.
