Notice of intent to make a determination

Deschambault Lake Road Resurfacing and Drainage Improvements – Public Comments Invited

 

March 6, 2026 – Indigenous Services Canada must determine whether the proposed Deschambault Lake Road Resurfacing and Drainage Improvements project is likely to cause significant adverse environmental effects. To help inform this determination, Indigenous Services Canada is inviting comments from the public respecting that determination.

The Proposed Project

Peter Ballantyne Cree Nation (PBCN) is planning to rehabilitate approximately 6 km of existing community roads and drainage infrastructure in Kimosom Pwatinahk I.R. No. 203 (Deschambault Lake). Many of the existing roads have developed problems such as rutting, uneven surfaces, washed-out areas, and insufficient traffic gravel, while drainage in several areas has been impacted by shallow ditches, blocked or deteriorated culverts, and limited drainage capacity. The project will focus on improving road conditions and restoring proper drainage to reduce flooding and improve safety for residents.

Road upgrades will include reshaping the road base, adding new traffic gravel, improving drainage ditches, and replacing or installing culverts and catch basins. All existing culverts will be replaced, with two new cross-drain culverts and five new catch basins added to improve water flow. Ditches will be re-excavated and cleared of vegetation where necessary, and erosion protection measures such as riprap and geotextile will be installed at culvert inlets, outlets, and steeper ditch sections. The project will also include construction of a 1 km long, 2 m wide gravel pedestrian walkway along the south side of Kistapiskaw Street to improve pedestrian safety. Additional work includes driveway upgrades, landscaping with topsoil and grass seeding, and proper disposal of vegetation and debris.
