January 15, 2026 — The authorities must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the authorities are inviting comments from the public on the project and its potential effects on the environment. All comments received will be considered public. For more information, individuals should consult the Privacy Notice on the Registry website.

The Proposed Project

The Department of National Defence (DND) has proposed a project. Design and construct, on site HD4, six multifunctional buildings using a shell and core approach with modular layouts. These buildings must provide:

• Accommodation for recruits in the short and medium term
• Conversion into storage spaces in the long term

Key Features:

• Six buildings of approximately 2,000 m² each for ELRFC
• Dormitories for recruits
• Work areas for instructors
• Rest areas
• Inclusive washrooms and showers (universal accessibility)
• Outdoor parking
