Notice of Determination

Surrey, B.C. – May 8, 2025 – The Vancouver Fraser Port Authority and Environment and Climate Change Canada have determined that the proposed Truck gate upgrades – DP World Fraser Surrey is not likely to cause significant adverse environmental effects; or

The determination was based on a consideration of the following factors:

  • Impacts on rights of Indigenous peoples
  • Indigenous knowledge
  • Community knowledge
  • Comments received from the public
  • Technically and economically feasible mitigation measures

 

Best efforts were made to consult with the following Indigenous groups:

  • Cowichan Tribes
  • Halalt First Nation
  • Katzie First Nation
  • Kwantlen First Nation
  • Kwikwetlem First Nation
  • Lyackson First Nation
  • Musqueam Indian Band
  • Penelakut Tribe
  • Semiahmoo First Nation
  • S'ólh Téméxw Stewardship Alliance
  • Stz'uminus First Nation
  • Ts'uubaa-asatx
  • Tsawwassen First Nation
  • Tsleil-Waututh Nation

 

The port authority received comments during Indigenous consultation relating to migratory birds, concerns regarding 6PPD-Q, invasive species management, spill response and mitigation, air quality during construction, and potential impacts on archaeological resources. The conditions in the permit, including a requirement to adhere to the Construction Environmental Management Plan and an Archaeological Chance Find Procedure, have addressed the comments.

The project was posted to the Canadian Impact Assessment Registry on February 24, 2025 for public comment. One comment was received. The comment was not directly related to the proposed project.  

The City of Surrey was notified. No comments were received.

Mitigation measures and/or permit conditions taken into account in making the determination include:

  • All works will be carried out in accordance with the Construction Environmental Management Plan.
  • A spill prevention, containment and clean-up plan will be developed for the project, be available in the immediate working area, and project personnel will be trained on spill prevention, containment, and clean-up
  • Any suspected contaminated materials will be contained, tested and disposed of at appropriate licensed off-site facilities
  • Soils excavated from the project site that are not suitable for backfill will be disposed of at appropriate off-site facilities
  • Soils and other materials brought to the site will be clean and free of environmental contamination, invasive species, and noxious weeds.
  • A qualified archaeological monitor will monitor ground disturbance works and activities with the potential to intrude into native soils.
  • All works will be carried out in accordance with the Archaeological Chance Find Procedure. 

The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.
